Funded by the National Library of Medicine, the report is based upon an 18-state survey conducted by the Western Governors' Association (WGA) and the National Association of State Telecommunications Directors (NASTD) between April and September of 1997. Surveys were sent to both telecommunications directors and rural health/telemedicine experts in each state and they were asked to collaborate on a response. The completed questionnaires were compiled into a draft report which was then circulated to each state to confirm the information.
